France Proposes DeFi Liability for Crypto Exchanges as Musk Backs SpaceX-Tesla Merger and Stablecoin Volume Surges

The intersection of traditional finance, emerging digital asset regulations, and corporate mega-conglomerates dominated global financial markets this week, as regulatory tightening, unprecedented tech-sector integration, and skyrocketing blockchain utility made headlines worldwide.

In Europe, French financial authorities moved aggressively to reshape the regulatory perimeter for decentralized finance. Meanwhile, billionaire entrepreneur Elon Musk stoked market speculation by endorsing a potential corporate union between electric vehicle pioneer Tesla and aerospace giant SpaceX. On the blockchain front, newly released data revealed that stablecoins continue to cement their position as a core pillar of modern financial plumbing, posting massive transactional volume even as regulatory and banking sectors race to adapt.

France Proposes Liability for Crypto Exchanges Offering DeFi Access

France is positioning itself at the vanguard of European cryptocurrency oversight, signaling a desire to hold centralized digital asset platforms directly accountable for certain decentralized finance (DeFi) incidents. Under a sweeping new set of policy recommendations, French regulators want platforms to face liability if they fail to properly vet underlying protocols or deliberately ignore known security vulnerabilities when granting customers access to decentralized ecosystems.

The proposals were published jointly on Wednesday by key French regulatory bodies, including the French Treasury, the Financial Markets Authority (AMF), the central bank, and the Prudential Supervision and Resolution Authority (ACPR). The comprehensive document serves as France’s official response to an ongoing European Commission consultation regarding potential revisions to the European Union’s landmark Markets in Crypto-Assets Regulation, widely known as MiCA.

"Crypto-asset service providers should be liable for certain incidents affecting clients where they actively facilitated access," French authorities stated in their joint regulatory filing.

As currently written, MiCA explicitly excludes crypto-services that are carried out in a fully decentralized manner without the presence of intermediaries. However, France’s nuanced proposal seeks to close what regulators perceive as a regulatory blind spot by imposing new, affirmative duties on licensed and regulated centralized platforms that act as gateways, seamlessly connecting everyday retail and institutional customers to complex DeFi protocols.

The European Commission is currently conducting a thorough review to determine whether MiCA requires legislative updates to keep pace with rapid innovations in the digital asset landscape. The Commission’s recent consultation specifically sought public and institutional feedback regarding activities that fell outside the original statutory scope of the law, with a primary focus on decentralized finance.

Insights gathered from these regulatory responses will directly inform an official report that must be submitted to EU lawmakers by June 30, 2027. That report is widely expected to lay the groundwork for formal legislative proposals aimed at amending MiCA to encompass broader aspects of the decentralized economy.

Musk Says SpaceX-Tesla Merger a ‘Good Idea’ as AI Revenue Jumps Ninefold

Across the Atlantic, corporate strategy talks took a staggering turn as Elon Musk openly addressed the prospect of merging Tesla with SpaceX. Speaking during a quarterly earnings call, Musk stated that he views the consolidation as a fundamentally good idea, a move that could potentially forge a monolithic technology empire valued at approximately $3.5 trillion. Such a corporate behemoth would seamlessly combine artificial intelligence, deep space exploration, and mass-market electric vehicle manufacturing under one umbrella.

"Do I think it would be a good idea? Yes," Musk remarked during the SpaceX Q3 earnings call on Tuesday, instantly capturing the attention of global financial analysts and tech investors alike.

Musk revealed that both SpaceX and Tesla have taken formal steps to evaluate the concept by forming special committees comprised of independent directors. These panels were convened at the request of concerned shareholders to deliberate the feasibility, structure, and implications of a potential merger. However, because of his dual leadership and equity stakes in both organizations, Musk noted that he is recused from participating directly in the ongoing committee discussions as a conflicted party.

If executed, the merger would bring Tesla into the exact same corporate family as SpaceXAI—formerly known as xAI and the developer of the Grok artificial intelligence model—alongside social media platform X, which was acquired by SpaceX earlier in the year. The timing of these exploratory talks coincides with a massive financial milestone for SpaceX: its artificial intelligence business officially ballooned into its single largest revenue segment during the third quarter. This dramatic expansion underscores just how central artificial intelligence has become to the broader operational and financial strategy underpinning Musk’s sprawling technology portfolio.

US Banks Test Stablecoin Payments as Quarterly Transfers Hit $891 Billion

While corporate giants debate mega-mergers and European regulators draft stricter oversight for decentralized networks, the digital asset economy’s utility continues to scale at a breathless pace. According to a comprehensive report commissioned by Coinbase and conducted by The Block Research, stablecoin transfer volumes reached an astonishing $891 billion in the third quarter of 2026, marking a more than fourfold increase since early 2023.

The data illustrates a profound shift in how digital currency is utilized for real-world economic activity. The report revealed that stablecoins processed an average of more than $400 million in adjusted transfers every single hour. Crucially, the research highlighted that 73% of all screened transaction volume occurred entirely outside of traditional United States banking hours, encompassing weekends, late nights, and federal holidays, thereby highlighting the continuous, 24/7 nature of blockchain rails.

Institutional adoption of these digital dollar instruments is no longer merely theoretical; it is actively accelerating. According to the report, seven out of the ten largest traditional US banks have actively tested stablecoins or tokenized commercial bank deposits for settlement purposes. Furthermore, mid-market corporations engaged in international trade are increasingly embracing the technology, with 30% of such companies now utilizing or piloting stablecoins for cross-border transactions—a sharp rise from just 10% in 2024.

Consumer sentiment appears to be aligning with this institutional pivot. A separate survey published by the National Cryptocurrency Association indicated that 42% of US adults would feel significantly more inclined to open a new bank account or expand their existing financial relationship with any banking institution that offers integrated cryptocurrency and digital asset services.

Despite the explosive surge in raw transaction volumes, the overall circulating supply of stablecoins has remained remarkably flat over the past year. Data from DeFiLlama indicates that the total market capitalization of the stablecoin sector stood at $301.4 billion on Tuesday, reflecting a minor contraction of approximately 0.6% compared to the same period a year prior.

This divergence between surging transaction velocity and stagnant supply growth has prompted major financial institutions to recalibrate their long-term expectations. Standard Chartered recently adjusted its long-term market forecasts, pushing its ambitious $2 trillion stablecoin market projection out from 2028 to 2030, citing the slower-than-anticipated expansion of total token supply in the interim.
